Powers of FLA confirmed by the Russian CAA

The Russian CAA has signed a regulation having a considerable impact on all ex-Soviet aircraft owners. It contains a formal recognition by the Russian Civil Aviation of the Federation of Private Aviators, or FLA. Thus FLA receives a strong official enforcement of its powers to determine airworthiness, manage its own register, provide maintenance and deliver pilot licences.

This is a major new element in the registration saga concerning former Soviet aircraft, primarily the Yak-52, Sukhoi-26, L-39 and such. We will definitely keep you informed of the evolution of this situation, to start with France where it is at its most dramatic. Another relevant document was signed in 1995 by the Head of Certification of the Light aircraft of Interstate Aviation committee or MAK, the body responsible for aircraft certification and management of the civil aircraft registry. This document states that the Yak-52 was designed and certified under the norms established by the Soviet state for the aircraft of its category. Historically, these were the military airworthiness norms since all light aircraft were operated by DOSAAF, the state air club system financed via the budget of the Ministry of Defense.
